Abstract

In her popular Development of Economic Analysis, Ingrid Rima writes early on of the “compatibility” of “emphasis on the state as an instrument to achieve socially optimal results…with what has come to be called social economics”. Subsequently (1978, p. 322; 1986, p. 396), she treats of J.M. Clark's “crucial” contribution to the development (1920s/1930s) of a new type of economics he describes as “social”. Similarly, George F. Rohrlich, in his 1970 introductory essay, “The Challenge of Social Economics”, wrote of “The emerging field of social economics”, and noted that “in the United States the term was used in the 1930s and occasionally thereafter”. More recently (1982), Samuel Cameron singles out Mark A. Lutz's 1980 USE contribution, e.g., for neglecting Charles Devas(op. cit., 1876–1907) “as a contributor to the founding of social economics”, while comparing Devas to “the modern social economist”.

Aim of the present monograph is the economic analysis of the role of MNEs regarding globalisation and digital economy and in parallel there is a reference and examination of some legal aspects concerning MNEs, cyberspace and e‐commerce as the means of expression of the digital economy. The whole effort of the author is focused on the examination of various aspects of MNEs and their impact upon globalisation and vice versa and how and if we are moving towards a global digital economy.

The objects of the Society are to assist as far as possible in checking the widespread evils of food adulteration, for this purpose to bring about a public realisation of the admittedly serious character of food frauds, and, under expert advice, to co‐operate with constituted authority in effecting their repression. The policy of the Society is directed by a representative Council, and, the Society being thus established on an authoritative basis, cannot fail to become a powerful and valuable organisation if adequately and generously supported by the public. The Food Bill has emerged from the Grand Committee on Trade, and will shortly be submitted, as amended, to the House of Commons. Whatever further amendments may be introduced, the Bill, when passed into law, will but afford one more example of the impotence of repressive legislation in regard to the production and distribution of adulterated and inferior products. We do not say that the making of such laws and their enforcement are not of the highest importance in the interests of the community; their administration—feeble and inadequate as it must necessarily be—produces a valuable deterrent effect, and tends to educate public opinion and to improve commercial morality. But we say that by the very nature of those laws their working can result only in the exposure of a small portion of that which is bad without affording any indications as to that which is good, and that it is by the Control System alone that the problem can be solved. This fact has been recognised abroad, and is rapidly being recognised here. The system of Permanent Analytical Control was under discussion at the International Congress of Applied Chemistry, held at Brussels in 1894, and at the International Congress of Hygiene at Budapest in 1895, and the facts and explanations put forward have resulted in the introduction of the system into various countries. The establishment of this system in any country must be regarded as the most practical and effective method of ensuring the supply of good and genuine articles, and affords the only means through which public confidence can be ensured.

Of course the predominating subject in British librarianship in the past month was the Manchester Meeting. It was the largest gathering in our recollection, and those who were fortunate enough to attend lived some crowded hours of glorious life. The arrangements showed that the most careful and painstaking labour had gone to their making. The Local Committee and the various librarians in Manchester and the district deserve all possible gratitude, and the Library Association has every reason to congratulate itself upon a conference which ran without fault and which received great and wide publicity.

Abstract

WE have to announce with deep regret the death of Mr. I. Chalkley Gould, founder and director of the Library World since its establishment in 1898. Mr. Gould was a member of an old Essex family associated with Loughton and its neighbourhood, and was born in 1844, his father being the late George Gould, of Traps Hill House, Loughton. His connection with the firm of Marlborough, Gould & Co. and other stationery and printing concerns led him many years ago to give some attention to library and museum work, towards which he had always been attracted because of his personal interest in archaeology and literature. In this way he became associated with many museums, libraries and antiquarian societies, and identified himself more particularly with the movement for the preservation of ancient British earthworks. He was a Fellow of the Society of Antiquaries, vice‐president of the Essex Archaeological Society, the Essex Field Club, and the British Archaeological Association. Within recent years he acted as hon. secretary of the Committee for Recording Ancient Earthworks and Fortified Enclosures—a committee for the formation of which he was largely responsible and in the work of which he took a very deep interest. He was chairman of the Committee for the Exploration of the Red Hills of Essex—an important undertaking which is not yet completed. He also contributed several valuable papers to the Victoria History of Essex, and assisted the editor of that publication in revising the earthworks sections of other counties.

Abstract

In small group settings, is it the position in social networks or the content of communication that constitutes a leader? Studies focussing on the content suggest that leadership consists in creating and promoting meanings, whereas studies focussing on the connections stress that it is the network position that ‘makes a leader’. These two dimensions of leadership communication style have not been compared yet. To fill this gap, this chapter applies an emerging approach – socio-semantic network analysis – to jointly consider the content of, and the connections, in leaders' communication. Using a multisource dataset, we empirically study the social network positions (social network analysis) and the content of communication (semantic network analysis) of three leaders in a creative collective. Our findings reveal that different styles of leadership make diverse use of the content and the connections in a small group. The academic and practical implications are outlined.

Abstract

In the Annual Report of the General Purposes Committee of the Middlesex County Council for the year ending March 31, 1909, it is stated that inquiries were made as to the action taken under the Dairies, Cowsheds, and Milkshops Orders of 1885 and 1899 by the thirty‐six district councils in the county, the object of such action being the detection of cows suffering from tuberculosis of the udder. It might be thought that by this time the necessity for putting these orders into force had been thoroughly proved. The Royal Commission on Tuberculosis made a definite statement to the effect that milk derived from tuberculous cattle is one of the principal causes of tubercular disease in the human subject, and, apparently there seems to be some disposition on the part of local authorities to make tuberculosis notifiable. The Public Health (Tuberculosis) Regulations, 1908, which came into force at the beginning of 1909, require that all cases of pulmonary tuberculosis are to be notified to the sanitary authority if the patients are receiving treatment from the Poor Law medical officers. Large sums are spent every year throughout the country on the upkeep of sanatoria with the object of curing cases of tubercle, if possible, but, in any case, of alleviating the sufferings of those afflicted with tuberculosis. On all sides, in fact, it is now recognised that the most energetic measures are necessary in order to combat this terrible disease. It appears from the figures given in the Report referred to that in twenty‐three out of the thirty‐six districts. “No veterinary examinations of cows were made on behalf of the local authorities!” The statement is not made the subject of comment, but we hardly think that the county authorities can regard the results of their enquiry as satisfactory. The Report was apparently presented to the County Council on July 22 last, so that up to that time, at least, it would seem that these twenty‐three districts, in a county with about one million inhabitants, are governed, so far as sanitary matters go, by people who consider themselves qualified to hold opinions diametrically opposed to those held by experts and based on the best scientific evidence at present available.
